Terrorism continues to pose a serious threat to peace and international stability and to Europe’s societies. A coordinated, global response is therefore required between the EU and its strategic partners. This must be achieved with full respect for human rights and fundamental freedoms. Counter-terrorism also requires a comprehensive approach based on every means available: intelligence, police, judiciary, political and, in some cases, even military. The European Union’s role in managing the crises and disasters caused by terrorism will have to continue to be strengthened.
