"I would like to underline forcefully that, by voting in favour of this report, I by no means accept the reference to the definition of ‘terrorism’ as it is formulated in Framework Decision 2002/475/JHA on combating terrorism. I wish to state clearly that I reject such a broad definition, which could include virtually every act that has some element of organisation or planning, and which raises the legitimate question of whether this instrument has built-in ‘function creep’ in order not only to combat terrorism, but also to extend the definition in such a manner as to cover most public order situations and more common criminal acts, as they apply under national law."@en1
