"The second EU-Russia Summit of the year will be held in Brussels tomorrow, 15 December. Important results are expected, above all, by virtue of Russia’s accession to the World Trade Organisation (WTO), which will take place at the same time. This will result, among other things, in the resolution of certain bilateral issues, such as Siberian overflight payments, but more generally, it should encourage a more favourable climate for relations. In principle, negotiations could be resumed on a new bilateral agreement, in particular, as regards trade regulations. The other important expected outcome is the adoption of the ‘Common Steps’ towards a possible liberalisation of short-stay visas. Essentially, this is a series of measures that reproduce the terms set out in the road maps and action plans adopted for the Balkan and Eastern Europe countries. In my opinion, we must unreservedly welcome the conclusion of negotiations on the Common Steps: the prospect of future visa liberalisation, encouraging contacts between our peoples, should, in fact, contribute to the modernisation of the country."@en1
