"Relations between the EU and Russia are wide ranging: aside from having, at least partially, the same cultural baggage, they have a past that is, in good measure, shared (despite, at times, there being an air of latent conflict). On the other hand, some of the states that belonged to the Union of Soviet Socialist Republics, of which the Russian Federation was the primary republic, are today Member States of the EU. It can also be seen that these two regions are privileged economic partners, particularly in the energy sector, and that Russia, beyond the links it has with Europe, is, above all, one of the great world powers. All of these elements must be present in the forthcoming EU-Russia Summit, and the EU’s action there should be marked by the following conditions: as an economic partner, the EU must enhance the relationship between the two regions, and as a political partner, or neighbouring political region, it must act in support of fair, democratic elections and the rule of law based on the primacy of the individual. These points are included in the tabled resolution and so I voted in favour."@en1
