"As I have said before, the path that Russia has followed towards pluralist liberal democracy has not always been smooth, but the progress it has made since the time of the Iron Curtain is undeniable. Nonetheless, it is pointless to deny that there is still a long way to go. The evidence is clear that the European Union and the Russian Federation not only share a historical, cultural and religious heritage, but also common interests and challenges that justify a closer relationship at many different levels.
