However, it does not draw any lesson from this, since it advocates further liberalisation of the arms market and transatlantic industrial cooperation. Worse still, the report enjoins the Member States to enhance their military capabilities for the benefit of NATO, as required by the Treaty of Lisbon. It even goes so far as to recommend the establishment of a European defence semester under the auspices of the European Defence Agency.
