"I voted in favour of the report tabled by Mr Lisek. Over recent years, due to the continuation of the economic crisis, Member States have cut their defence budgets, leading to changes in their own responsibility as regards peacekeeping. Member States spend about EUR 200 billion a year on defence: an amount that is about one third of the US defence budget. The unsystematic and uncoordinated management of these funds makes Europe disproportionately reliant upon the United States, and entails persistent capability gaps, overcapacities and duplication, with the result that the Union has neither the resources nor the necessary influence to be regarded as a credible guarantor of peace. We must gradually integrate EU defence policies by coordinating defence planning, by sharing capabilities, especially in sectors such as logistics, strategy and tactics, medical support, education and training. It would be desirable, finally, to have an EU White Paper on defence that would develop a European security strategy and better define the Union’s objectives, interests and needs in relation to the means and resources available."@en1
