"The aim of the Commission proposal is to reduce the amount of phosphorus used in household laundry detergents and to better harmonise the different rules at national level. Phosphates affect water systems and, in order to clean up Europe’s water, it is desirable to reduce the amount of phosphorus reaching the water of our continent. Fertilisers contain the largest amount of phosphates in the European Union, but they are also found in household dishwasher detergents, in order to combat water hardness and enable efficient cleaning, as well as for other functions to enhance cleaning performance. However, water hardness varies depending on the region, which results in different phosphate formulae among the Member States. It is important to establish rules for reducing the amount of phosphate and to take account of the impact on the different Member States and the various existing conditions, with a view to meeting the targets set."@en1
