"The main focus of this report is on the problem of the excessive amount of phosphates and phosphorus compounds from household detergents, which can result in the eutrophication of water channels, rivers and seas: that is, the excessive growth of algae and other fast-developing plants, which markedly reduces the oxygen dissolved in the water, so killing aquatic life in these areas and having a significant impact on biodiversity, with serious consequences for water quality and public health.
Limits for the phosphorus content of household laundry and dishwasher detergents are set out in the report: a maximum of 0.5 g per wash in both cases, and with effect from 1 January 2013 and 2015, respectively. However, this regulation does not apply to industrial or institutional detergents. Given that there are ways in which to minimise the environmental impact of this element, and bearing in mind that there are already effective household detergents that contain a much lower concentration of phosphorus, this regulation has contributed positively towards improving the environment, living conditions and public health."@en1
