"Mr President, whilst I agree with a number of important principles that underpin the European Neighbourhood Policy, such as supporting progress towards a functioning democracy, respect for human rights and the rule of law in neighbouring countries, I did not support this report. Through the European Neighbourhood Policy, the EU hopes to fuel the economic development of bordering areas. However, as we are in the crucial and dangerous stages of our own crisis, we must ask ourselves: is the provision of an additional EUR 1 billion for the ENP until 2013, and a further proposed budget of EUR 18.2 billion for the period from 2014 to 2020, the best way to utilise this money for the benefit of citizens in EU Member States, especially when the money allocated to the previous policy failed to support those who, in the Arab Spring, fought against merciless dictators, many of whom this House and the leaders of EU institutions had fêted and praised?"@en1
