"Madam President, ladies and gentlemen, we are today discussing rules which are likely to change swiftly, following the treaty reform imposed at the last summit by France and, above all, Germany. We have been forced into this difficult decision even though regulation was already in place in the past to prevent macro-economic imbalances by way of the Stability and Growth Pact, which was signed way back in 1997, and yet this agreement became wastepaper precisely when France and Germany wanted to move forward, making the whole thing essentially worthless. I am personally very unhappy that Brussels makes us act like a guard dog, but if there are to be rules in place, then these should apply to everyone and everyone should be treated in the same way, including the two Member States that want to tell us what is what today. In Europe, all Member States and all peoples should have equal dignity and rules should be decided upon and adhered to by everyone."@en1
