"I would like to congratulate the rapporteurs on the fine job they have done. It is in the European Union’s interest to show greater ambition in its neighbourhood policy. This year has been full of upheavals for the countries neighbouring us to the south. However, this does not mean that the countries to the east are not a priority. Many things have changed since the neighbourhood policy was launched. In actual fact, progress has been made recently. The European Union does not wish to impose itself as a model, but there are certain values which we should not abandon, even in these circumstances. The freedom of expression as well as press freedom are vital to the process of democratisation in the countries neighbouring the European Union.
Education is a key factor. We must create high-profile projects. For example, programmes which encourage the mobility of young people should be promoted. We must also highlight the importance of regional policy. The Arab Spring and the changes which are taking place in our southern neighbours should not sidetrack us from our eastern neighbours that have European aspirations."@en1
