"The situation created in the wake of the Arab Spring encourages us to review our neighbourhood policy to include to a significantly greater extent the efforts made in democratising a state. It is in our interest to have neighbours that respect the same principles as ours: democracy, respect for human rights and the freedom of expression. We must not forget either that bringing democracy to a society is beneficial to its social and economic wellbeing.
This is why I welcome the new approach taken by the European Neighbourhood Policy, whose aim is to give more support to neighbouring states which are implementing major democratic reforms. I would also like to stress the importance of entering into partnerships with civil society organisations in order to monitor the progress made. The latter must scrutinise governments’ actions, holding them to account when appropriate."@en1
