"Madam President, we cannot talk about the European Neighbourhood Policy without including the outermost regions as active borders of Europe in different parts of the world. As external borders, the outermost regions transmit our values of democracy, peace, respect for human rights and fundamental rights to the third countries in these regions. Regions such as the French overseas departments absolutely need to be more integrated into their geographical areas. As they are far from the internal market of the Union, this integration is vital to their development and represents huge potential for the further development of the European Neighbourhood Policy with neighbouring third countries. This policy requires a new impetus which also takes advantage of the special historical and cultural relations which the outermost regions of the Azores, Madeira and the Canary Islands maintain with North and South America. A more active role within the EU can and should be played by these regions under the new European Neighbourhood Policy."@en1
