"Madam President, cooperation in the field of the European Union’s neighbourhood policy currently includes two principal areas: the Mediterranean and the Eastern Partnership countries. I would like to focus on the second area, which has been somewhat sidelined following recent events in North Africa. Regarding the report discussed today, we should praise, first and foremost, its emphasis on the importance of maintaining a reasonable balance between East and South. This is important because the Eastern Partnership countries have real prospects of joining the European Union and are in the process of implementing programmes and reforms which form part of the association agreements currently being negotiated. A good solution has also been proposed by the External Action Service and the European Commission – the ‘more for more’ mechanism, which – provided it is carefully used – will become an important additional incentive encouraging our partners to make further changes and harmonise their legal systems to European standards. This also encompasses the issue of human rights and fundamental freedoms. In addition, it is worth underlining the impact of EPS on regional development, since strengthening the Eastern Partnership will be crucial to the development of the EU’s border regions."@en1
