"Madam President, I think this is a very important moment just now before the EU-Russia Summit, because there has been a sweeping change of attitudes and moods among the Russian population. I think the most significant change that has happened is in the minds and attitudes of the Russian people, who have lost their indifference towards politics, who are taking an active part in monitoring elections and protesting against the rigging of the same. And the second thing we have to take note of is that Mr Putin’s party has become a minority party. At a meeting last week with Russian opposition leaders, together with Mr Kasparov, in Brussels, it became very clear that even this figure of 49% is not trustworthy and that the real result might be much lower, about 30%. Now there is a question for the EU and we must consider our opportunities: what to do, how to change and how to help restore democracy in Russia? I think that business as usual will not do it. As the Russian author, Lilia Shevtsova has said, Russian style thus far has been to pretend that they do have democracy and the style of European leaders has been to pretend that we believe this. This time has now passed and we have to react in a similar way to how we reacted to the Arab Spring. There might be a Russian Spring also and we need to take this into consideration. So I would ask the High Representative to convey to our Russian counterparts the message that we take democracy seriously, we take the intentions of Russian voters and the Russian population seriously, and that their leaders have to change their style. This includes also putting restrictions upon officials who are guilty in the Magnitsky case and also of rigging elections."@en1
