"Madam President, Baroness Ashton, we welcome the document that has been presented today. Ten years on, we are now reviewing the Union’s policies in respect to the support of human rights. At the same time, I would like to say that for myself and for all Polish people, today is also an important day, as it marks the 30th anniversary of the imposition of martial law in Poland. was banned on this day 30 years ago, but survived as a popular movement and received enormous support, including material support, from Europe and the rest of the world. Many of the points presented here have already been approved by Parliament in the adopted report prepared by Véronique De Keyser. We would very much like the idea that was supported in Véronique De Keyser’s report, namely, the idea of establishing the European endowment for democracy, to be mentioned in this communication. I have not found any reference to this idea in the communication that has been presented, but at the same time, I know that you, Baroness Ashton, together with the Polish Minister for Foreign Affairs, Radosław Sikorski, have promoted this instrument very effectively among all ministers for foreign affairs of the EU Member States. This Endowment is expected by our partners in the fight for democracy and human rights. The letter, which was addressed both to you, Baroness Ashton, and to the President of the European Parliament, Jerzy Buzek, has been signed by many world authorities on human rights, including Aung San Suu Kyi, Lech Wałęsa and Václav Havel. I think that the efforts deployed in establishing the European endowment for democracy and the role that it will play may assist in achieving the more effective approach referenced in the title of the communication on which the debate between Parliament, the Council and the European Commission has just commenced today."@en1
