"Mr President, I totally agree with Mr Lisek’s view that pooling and sharing capabilities is no longer an option but a necessity. Defence budgets are too small at the moment, which means that cooperation is the best way to ensure our military capabilities. For instance, simulators can be used in rotation. We can also buy jointly a much larger number of F-16 aircraft. We already have two examples of the way in which NATO Member States share their capabilities: military transport aircraft, whereby each country pays for a certain number of flights through leasing, and maritime cooperation between France and the UK, with one providing ports and the other ships. The European Air Transport Command initiative is a particularly useful example where the use of existing capabilities is optimised by transferring some competences to a common structure. We must adapt this model to other areas of operational support as well, such as transport helicopters, maritime patrol aircraft and military sealift assets."@en1
