"Mr President, in an ideal world, there would be no need for defence or security forces, but realistically, the world is becoming more dangerous by the day. Therefore, there will be a need for defence and security forces to the end of time.
I think that in the modern world, we have seen greater freedom for people to travel and that also has opened up greater opportunities for terrorists and criminals to engage in their activities. For that reason, I think we should be looking at a broader role for defence forces in particular in counteracting the activities of criminal gangs and terrorists; and often these are interlinked.
If I might give an example: illicit cigarettes being consumed in the European Union cost the European economy around EUR 10 billion a year. I think there is a need for the defence forces to have a broader remit and intelligence networks involving the police, involving customs and involving the military to counteract the real threats within Europe currently coming from terrorists and from criminals."@en1
