"Mr President, Baroness Ashton, ladies and gentlemen, there are three facts in this area. The first fact is that the European Union was founded as a project for peace, in order to ensure that there were no more military conflicts between the states in the Union. We have completely fulfilled this objective. The second fact is that all the Member States still have their own national defence and security policies, with all the states agreeing on three points. We have an efficiency problem, a recruitment problem and a financing problem. The third fact is that it is not possible to have an efficient, credible common foreign policy without a common security and defence policy. This means that we need to do everything we can to establish a common defence and security union based on these three facts. Mr Lisek’s report shows us what we can do on the basis of the existing Treaties to increase efficiency, improve our political credibility and reduce the budgetary requirements, because it is better to do this jointly than to do it individually and inefficiently."@en1
