"Mr President, since Ms Koppa has already stated why the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament supports the Lisek report, I would like to focus on the Council’s conclusions, which, to my mind, represent a small but nonetheless significant step forwards. Of course, Parliament expected more, above all, in terms of planning and conduct capability, but the serious risk of a widespread abandonment of the common security and defence policy (CSDP) has been avoided, and for this I would like to thank the High Representative for her work on this front. To return to the subject of new operations, after the uninspiring outcomes of the European Union Force (EUFOR) in Libya, the Horn of Africa, Sudan and the Sahel, we expect to see real results and we are ready to offer our political and financial support. Whilst we already have pooling and sharing projects to be implemented, in terms of planning and conduct capability, the search for unanimity has presented limits, but the will to consider activating an operations centre as only a first step also emerges from the Council’s conclusions. It is important now that we do not lose momentum and instead take further steps forward, because otherwise no Member State will be able to avoid a future of global irrelevance."@en1
