"Mr President, I am speaking here about this issue in my capacity as rapporteur for the opinion of the Committee on Industry, Research and Energy. It is very likely that, due to the financial crisis and the associated budget reductions, there will be programme cuts that have a negative effect on the defence industry. The absence of a common policy in this area may further exacerbate the negative impacts on the defence industry. A common arms policy may make sense from an economic perspective, but it may also threaten the sovereignty of individual Member States.
For these reasons, a European defence policy should lead to greater multilateral cooperation, while also taking account of the national characteristics of the defence industry. More specifically, in order to mitigate the impact of the financial crisis on the defence industry, it is necessary to consider greater consolidation of demand through joint research projects or through bundling of demand for shared capabilities. Exporting helps some firms to mitigate the impacts of the financial crisis, including firms that are not competitive internationally. These firms should continue to diversify their portfolios, perhaps into the area of civil security."@en1
