These measures may influence the price of goods directly, for example, export subsidies or drawbacks, or indirectly, for example, through import licensing and import quotas. The issue of non-tariff trade barriers is recognised in the report’s text as being technically and politically sensitive because some of these measures are being implemented by governments in the public interest. I think we need to find the right balance between trade openness and temporary market closures using the institution of transitional exceptions through mutual agreements with trade partners."@en1
