"The European Union, when seen from a dual perspective, is committed to a project for economic order based on the liberalisation of trade. Firstly, it deals with the purpose of the internal market, and secondly, it covers something about the regulation put forward by the World Trade Organisation, with which the EU is associated. Whatever the basic position that it adopts in this regard, it is certain that, within loose limits, a system of free intermediation in trade translates into what has been called a win-win situation; both the countries, or group of countries, which give up a more protectionist approach will end up making more profit together than individually. In view of this, the reduction of non-tariff barriers is justified, through subtle ways of introducing limitations on international trade, such as export subsidies, anti-dumping duties and exchange rate manipulations. These are barriers that do not follow the ‘formal’ method of introducing a tariff duty. In view of what has been said, a policy action aimed at the gradual abolition of these instruments is justified, while full commitment should be maintained to a system of exceptions, especially for weaker sectors of the economy. I therefore voted in favour."@en1
