"I abstained from the vote on this single permit, which has nothing single about it apart from its name. Indeed, because of opposition from the parliamentary right and the Council, it has not been possible to broaden the scope of the directive to cover all migrants. This therefore creates a ‘two-tier right’ depending on the workers’ country of origin. However, even if the result is not what the socialists were hoping for, we can take several positive elements from it: firstly, workers from the third countries covered by this directive will, from now on, be able to have their pension rights transferred under the same conditions as nationals of the Member State in which they have worked, and secondly, the principle of equal treatment prevails for vocational training, access to advice from employment services, access to housing and the right of association and membership of a trade union. With a right-leaning majority in the Council and the European Parliament, it seemed difficult to go any further, even if the overall result remains unsatisfactory."@en1
