"After many difficulties, today we approved the Council’s position in relation to the introduction of a one-stage procedure to grant both employment and residency authorisation and the definition of a common set of rights to all nationals of non-EU countries who legally reside and work in the EU. This presupposes the existence of rules common to all Member States, which aim to put an end to the current differences between the systems in the different Member States and make the process of giving legal status to workers quicker, more uniform and more transparent throughout the Union.
While the legal migration of labour and, above all, qualified labour, helps to combat clandestine working and can improve the competitiveness of the economy and help to overcome existing shortages, we cannot forget that, during a period of economic crisis and vulnerability in which unemployment is growing, labour migration policy must be flexible, but must also be sustainable and reasonable."@en1
