"This proposal forms part of the EU’s efforts to develop a comprehensive immigration policy. The Tampere European Council of 15 and 16 October 1999 stressed that the European Union should ensure uniform treatment of third-country nationals residing legally in the territory of the Member States and that they are granted rights and obligations comparable to those of citizens of the EU. Given the demographic challenges in the EU, legal migration and well-managed migration policies should assist Member States in meeting existing and future labour needs and contribute to economic development and the sustainable development of EU Member States. In order to achieve these objectives, this proposal aims to ensure equal rights for all third-country workers residing legally in a Member State, but who do not yet have the right to obtain long-term resident status, and to introduce a single application procedure when issuing a single permit for residence and work. A single permit will enable Member States to better manage and control the presence of third-country nationals in their territories for the purposes of work."@en1
