"I voted in favour of this report, which is intended to harmonise protection across the Member States for victims of various crimes: sexual violence, harassment, kidnapping, persecution or attempted murder. In theory, the aim is as much to prevent these crimes as to reduce their impact on victims. The aim is more specifically to protect individuals affected in terms of their physical and/or sexual integrity. Those individuals are mainly women. It is also to align the Member States’ legislation and legal systems. However, achieving these advances has not been without its difficulties. It took almost a year for the Council to take a position on the first draft voted through by the European Parliament. It is clearly much more difficult to harmonise criminal legislation in the interest of vulnerable people than to amend the Treaties in order to impose budgetary restraint.
