"Victims of violence often move to a different area in order to distance themselves from the traumatic events that have taken place. Therefore, we cannot allow perpetrators of violence to exploit the differences in various legal systems in order to pursue their victims to another Member State and to continue to harass them there. Victim protection must be the central concern, regardless of whether we are talking about sexual assaults, stalking or child abuse. In addition, the different aspects of both criminal and civil law must be considered. However, legal harmonisation would contradict the principle of subsidiarity and, in view of the different legal traditions in this sensitive area, it is not acceptable. Instead, protective measures need to be adopted under each country’s national legislation, in order to provide victims with protection across national borders. Therefore, I have abstained from voting."@en1
