"The present proposal for a directive, which I supported, contains two important points. The first is that it standardises the procedural rules on information for defendants and suspects in criminal proceedings. Comprehensive information for defendants is one of the most basic elements of a civilised legal system in democratic states operating under the rule of law. To date, the Union has concentrated on standardising civil and commercial legislation. The efforts being made in the penal law sector prove that there is a great deal of confidence in the ability of the European nations to cooperate and illustrate that the integration procedure is progressing apace even in these difficult times."@en1
