"I voted in favour of this report because suspects and accused persons must know their procedural rights and these must be respected because only then will it be possible to safeguard fairness and due process. Both suspects and accused persons must be given all the necessary information on the accusation and the nature and cause of the accusation. All Member States should therefore cooperate in the most effective way to ensure common standards as regards the right to information in criminal proceedings throughout the European Union. The provisions of this directive set minimum rules. Member States may extend the rights set out in this directive in order to provide a higher level of protection in situations not explicitly dealt with in this directive. Above all, this directive therefore seeks to promote the right to liberty, the right to a fair trial and the right of defence. If correctly implemented, the provisions of this directive will make the rights of suspects and accused persons much more effective by ensuring that they receive information about their rights."@en1
