"This proposal for a directive of the European Parliament and of the Council aims to set common minimum standards as regards the right to information in criminal proceedings throughout the European Union. The proposal seeks to improve the rights of suspected or accused persons. Having common minimum standards in relation to these rights should facilitate the application of the principle of mutual recognition, thereby improving judicial cooperation between Member States. On 30 November 2009, the Council adopted the road map for strengthening procedural rights of suspected and accused persons in criminal proceedings, which calls for the approval of measures regarding the right to translation and interpretation, the right to information on rights and information about the accusation, the right to legal advice and legal aid, the right to communication with relatives, employers and consular authorities, and regarding special safeguards for suspected or accused persons who are vulnerable. I welcomed this document, which is the second measure from the above road map (the first measure concerned safeguarding the right to interpretation and to translation), which will help strengthen the rights of suspected or accused persons throughout the EU and will help enhance judicial cooperation."@en1
