"Madam President, I voted for this proposal for a directive with great conviction. I think the sequence of events that led up to today’s decision needs explaining.
The Commission, Parliament and the Council have been working on this document ever since 2004. Over the following years, there were times when it was stop and go because of the resistance of several Member States, which were afraid of external interference and having their powers taken away in such a highly sensitive area as the law of criminal procedure.
I think we have taken a step forward today with the adoption of this directive. It may not be as bold a step as that proposed by the Commission in 2004, but it is a significant, admirable and desirable one for the future development of the road map, which was also made part of the Stockholm programme adopted in 2009."@en1
