"Mr President, we are in the process of holding consultations on the nominations of the Members of the Court of Auditors.
I would remind you that the Court of Auditors of the European Union is composed of 27 Members. Under Article 286 of the Treaty, the Members shall be appointed by the Council after it has consulted Parliament. Today, we are holding a consultation, which will be referred to the Council. Therefore, the governments are the ones that propose candidates, and the European Parliament provides an opinion.
There is a total of eight candidates, proposed by eight States: Belgium, Denmark, Spain, Finland, Ireland, Italy, Portugal and Sweden. Four of those States – Belgium, Italy, Denmark and Spain – have recently seen a change of government. Two States – Denmark and Spain – with elections, and two – Belgium and Italy – without.
In one of those four States, the Kingdom of Spain, the political forces have changed – I was at the summit of the Group of the European People’s Party (Christian Democrats) in Marseille – whereas the other three States have made no demands. On the subject of Spain, the Spanish political forces have asked me to request that Parliament postpone the vote – as is possible under Rule 108 of the Rules of Procedure – in order to give them time to assess the situation. The King of Spain is due to appoint the government next week.
