"Mr President, judicial cooperation in the EU means that, just as criminals must not find ways of exploiting differences in the judicial systems of Member States, we must also ensure that people who are arrested or charged with a crime in another Member State do not suffer because of the differences in the legal systems.
This directive will reinforce mutual trust between Member States and will contribute to ensuring that, whenever someone is arrested or detained in Europe, they will be guaranteed a uniform level of information about proceedings. Member States must ensure that those arrested or detained in their territories are given prompt, detailed information about their rights.
Even though all Member States are signatories of the European Convention on Human Rights, human rights abuses still unfortunately occur within our territories. By passing this directive we are strengthening our trust in one another’s legal systems and helping to protect our citizens wherever they may be in Europe."@en1
