"Mr President, I think that, in order to ensure competitiveness and economic growth, the European Union needs a young, mobile and highly qualified workforce. It can come either from the Member States or from outside the Union. In both cases, barriers remain preventing the mobility, recruitment and settlement of workers, as do barriers blocking the recognition of professional qualifications. These must be abolished in order to increase Europe’s prosperity and attract a highly qualified workforce. The introduction of a single application procedure for residence and work permits will make a significant contribution. It will reduce bureaucracy, thereby simplifying procedures, increasing transparency and reducing application processing times. I would reiterate the difficulties faced by Romanian and Bulgarian workers in obtaining work permits in Member States which still impose restrictions."@en1
