"Mr President, I applaud the efforts of the European Council to draw up and approve, in cooperation with the European Parliament, a Directive on a single application procedure for a single permit for third-country nationals to reside and work in the territory of a Member State and on a common set of rights for third-country workers legally residing in a Member State. In my opinion, the effort to define a common set of rights for workers from third countries reminds us in particular that European citizens, as well as employees or workers in another Member State, cannot always count on the same set of rights. Our friends from Romania and Bulgaria cannot even get work legally in some Member States, and seasonal agricultural workers in southern Member States often report experiencing appalling working conditions. In this context we should perhaps be talking not just about the employment rights of workers from third countries, but rather about equal EU employment rights for all workers in general."@en1
