"Madam President, victims of violence often move to a different area in order to distance themselves from the dramatic events that have taken place. We cannot allow perpetrators of violence to exploit differences in legal systems and to pursue such victims to another Member State and to continue to harass them there. Victim protection must be the central issue – whether we are talking about sexual assaults, stalking or child abuse. Legal harmonisation would contradict the principle of subsidiarity, however, and in view of the different legal systems in this sensitive area must be rejected. Protection measures therefore need to be adopted under each country’s national legislation in order to provide victims with protection across national borders. This applies in particular to those Member States that believe they have to apply Sharia law. Domestic violence cannot be justified on either cultural or religious grounds, and that is a principle that should apply throughout Europe."@en1
