"Madam President, Commissioner, ladies and gentlemen, two years ago the Spanish Presidency wanted to create a European protection order. We have now done so.
It is true that it only concerns 12 Member States for the present. It is true, also, that as yet it only applies to criminal law. However, we have made a good start. We will be enabling thousands of victims to fully enjoy freedom of movement within the European Union. They will finally be able to exercise this fundamental right, which is recognised in the Universal Declaration of Human Rights. There will no longer be any barrier preventing these people from moving to, or simply going on holiday in another EU country. They will have the same protection as they currently enjoy in their country of residence. This European protection order says loudly and clearly that the EU protects all its citizens, inside and outside their national borders.
I congratulate the rapporteurs, the Council and the Commissioner for their work and their determination. I eagerly await the adoption of the civil European protection order, and the extension of the order to all the EU’s Member States."@en1
