"Madam President, the adoption of this directive marks the end of a long and positive legislative process that began at the December 2009 European Council. To begin with, 12 Member States, including Italy, led the call for a European approach to victim protection and support, aimed primarily at the victims – women – of gender violence, including domestic violence and stalking, as well as other groups of highly vulnerable victims, such as children and persons with disabilities.
The European Protection Order is an instrument based on mutual recognition in the field of judicial cooperation on criminal matters. It is also a useful system for keeping aggressors at a distance and punishing them, by forbidding them to have access to the places where the protected person lives and imposing restrictions on their contacting or approaching the victim.
In my view, this is a positive step towards achieving a European area of freedom and justice and a step forwards in terms of cooperation between Member States in order to guarantee Europeans’ fundamental rights in practice.
It is measures like this that strengthen our people’s trust in the authority of the European institutions and, for that reason, I will conclude by congratulating all those who have worked on this important dossier, especially Ms Jiménez-Becerril Barrio and Ms Romero López. I also thank Ms Reding for her proverbial sensitivity on such matters and above all for her practical commitment in defending women victims."@en1
