"This report provides an opportunity to underline the crucial and multifaceted role of the customs authorities. They are, in fact, responsible for the day-to-day safety of goods and persons; they have to ensure compliance with intellectual property rights, health regulations, immigration rules, product safety, and so on. Moreover, they do all this without impeding freedom of movement within the European Union. I must, however, highlight one problem common to customs authorities in the Member States: the lack of resources. Let us be realistic: we cannot ask them to guard the fort and to deal with every single situation, while at the same time reducing their financial and human resources. This is why I would like to increase customs cooperation and funding, so as to support their efforts to switch to electronic procedures and streamline inspections. That is the price that we have to pay in order to ensure effective and satisfactory protection for our citizens and our businesses."@en1
