"By introducing a control system for products entering the common market, customs ensure the security of goods moving within the European area but also form barriers to the free movement of goods. Hence, legislation must swing between two opposing preoccupations: defending Europe’s competitiveness without infringing central tenets of EU action.
The Modernised Customs Code, introduced in 2008, aimed to meet this objective by introducing control methods marked by simpler procedures. However, its potential has still not been fully realised as certain other actions are also needed before it can be properly implemented. This is an area that requires maximum cooperation between the various Member States so as to ensure uniform implementation of Union law. These are the points which I saw addressed in the resolution awaiting approval by the European Parliament, and that is why I voted in favour."@en1
