Ensuring the security of the international supply chain has gained greater importance, while the original function of customs, namely, the levying of excise duties, is almost solely relevant at external borders. The fact is that the requisite IT measures are unable to cope with current requirements, leading to a delay in the application of the Modernised Customs Code.
