"An efficient Customs Union is one of the cornerstones of the European integration process and a basis for the free movement of goods, economic development and growth in the internal market. In order to play its role to the full extent, customs has to be modern, cooperative, responsive and efficient. To this end, Member States must allocate sufficient resources to customs, in particular to develop IT systems, so as to ensure its much-needed modernisation. An effective customs policy also plays a key role in protecting intellectual property rights, combating the illegal entry of counterfeit goods and products into the single market, and therefore enhances safety and security for European consumers. Modernising customs procedures should not, however, create unnecessary burdens, especially on SMEs. Consistency in the management of the European Union’s external borders is essential. We must ensure greater harmonisation of customs control systems and sanctions."@en1
