In particular, modernisation should include simplifying procedures, taking into account SMEs’ needs and expectations, and increasing protection for consumers and intellectual property rights. At the same time, I feel that the list-based rules should be extended unreservedly in order to reflect the general principle that the non-preferential origin of goods is determined by where their last substantial processing took place.
