"The report considers that a flexible, simple and functional customs system is essential for facilitating the flow of goods and trade within the internal market, especially for small and medium-sized enterprises (SMEs). We agree that the modernisation of the customs strategy and customs instruments in the EU requires a sufficient budget for a policy on functional, efficient and simplified customs procedures. However, we do have some reservations about the rapporteur’s vision, since, if taken to extremes, it might fail to take into account basic national interests and products, such as agriculture and other food-related areas. Moreover, it does not always take account of the interests of SMEs themselves, which face competition from much larger companies eager to gobble up chunks of the existing market as well as new markets.
In short, Member States should also ensure that adequate resources are available for the customs procedures and processes that are necessary in each case. In particular, it is essential to develop computerised systems for the customs modernisation that is needed. For this, customs must focus on using the limited resources available to reduce risks, to ensure the protection and safety of the market and of society, and to maintain border protection at the EU’s external borders."@en1
