"The European Union’s aim of creating a single market where barriers between Member States have disappeared, while only retaining its external borders with countries outside it, means that special measures need to be taken to avoid negative repercussions on Europe’s economic competitiveness, which is essential for the revival of the internal market. Matteo Salvini’s report, which I voted for, concerns modernisation of customs regimes and emphasises the role of customs in ensuring security and protection of property rights, protecting authors and combating fraud. The Modernised Customs Code, aimed at simplifying customs procedures and harmonising customs regulations, was adopted in 2008, with the deadline for implementation being 24 June 2013. However, several Member States have argued against this date because of delays in setting up the computerised systems needed in order for it to function. It is therefore urgent to resolve this problem, in view of the added value of the MCC, particularly in creating links between all the Member States, facilitating business activity by economic players and ensuring better control by tax authorities. It will also facilitate trade in legitimate goods and enhance product safety."@en1
