"The modernisation of customs regimes is a priority for ensuring security, protecting intellectual property, combating fraud, and updating and adapting systems to rapidly changing technology. This is a bold and reforming report. The Modernised Customs Code (MCC) adopted in 2008 plays a crucial role in simplifying European Union customs procedures and harmonising customs rules, and thus helps economic actors to work more efficiently and customs authorities to operate more effectively. However, the MCC cannot come into operation until the information systems have been put in place and/or developed. Consequently, progress so far suggests that the deadline for implementation (set for 24 June 2013) will not be met. However, I agree that it would be appropriate to delay the implementation of the MCC, since the great majority of Member States and trade representatives are in favour of this option. It is also important to ensure cooperation between customs authorities, and subsequently between customs authorities and economic actors as well as with government authorities. I agree that it may be necessary to create a European Customs Agency in order to bring this about."@en1
