. Ukraine is a country of strategic importance, owing to its size and location. Ukraine’s European perspective is important for security, stability and prosperity in Europe as a whole. The new generation in civil society is educated and did not experience the Soviet era. The new generation has strong pro-European ambitions. This will enable Ukraine to modernise.
However, recent reports on a decline in the freedom of the media and of civil society, problems in the conduct of elections, and cracks in the system with regard to the rule of law, must be taken seriously. As a European country, Ukraine is welcome as a member of the EU, as long as it first meets all the membership criteria. Moreover, the EU should be honest and consistent: Europe must therefore keep its promises."@en1
