"The EU has made human rights and democracy a core aspect of its European Neighbourhood Policy. The future association agreement with Ukraine, which involves an unprecedented level of integration between the EU and a third country, will serve as a model for the European Neighbourhood Policy as a whole. The current political situation in Ukraine, especially in the area of civil liberties and the rule of law, is clearly at odds with the spirit of the EU-Ukraine Association Agreement under negotiation. The EU is deciding to offer Ukraine a clear European perspective, which is in the interest of both sides. However, Ukraine also needs to meet all the criteria, including democracy, fundamental rights and liberties and the rule of law. The EU strongly advocates a stable and democratic Ukraine which respects the principles of a social, inclusive market economy and of the rule of law, including an independent judiciary, as well as human rights and the protection of minorities. There are currently genuine concerns about press freedom, the freedom of civil society, the conduct of the elections and the rule of law in Ukraine. The sentencing on 11 October 2011 of Ukraine’s former prime minister to seven years in prison and the trials of other ministers have raised serious concerns in the EU and are widely seen as an act of revenge."@en1
